I don't see the problem. You have collisions off, so the road can be drawn over other roads.

If you turn collicion off like you did, you can build a road anywhere and over everything without destroying whats already at this place. Funny thing: If collision is still of and you want to build something else, f.e. a building at a place where other buildings are already are, the new building will not replace the old ones but will just build over the already existing buildings. This may lead to some not so funny situations in your city. That's why it's the best to turn collision off only when neccessary and turn it on right again to avoid such situations.

When I turn off anarchy, isn't supposed to work "like vanilla game" and tell me that i can't build it.

I not sure if it was a recent change, but older versions I never faced similar situation.

This is applying also to buildings, for exemple, i can build stuff on roads, or on top, even with anarchy off (blue chipper).

I can confirm I'm also having the same issue. Isolated this mod as the problem. Anarchy is turned off but I still have no collision on everything (roads, structures, trees, etc.).

It's a little bit confusing that this also applies to collision of buildings with each other.
The UI context that you need only shows when working with roads.
Had to activate/deactivate all my mods to isolate the issue, then find this forum thread.

This mod defaults to collisions off. That's broken and unexpected. I unsubscribed everything, loaded a new game with no mods and a new street destroyed trees. Deleted everything, quit to desktop, add this mod, new game, created a new street though a forest and the forest was still there on top of the road.

Start the mod with collisions on!

I'm having this problem but with collision on and off. It doesn't seem to do anything. Everything will just happily go into whatever. Buildings never delete anything either.

Having this same exact problem! Frustrating!
