Report a translation problem
The only Regiment with a hard lore connection to Morathi is the Siren of Red Ruin (I forgot to add her to the chart above, if you look above you'll see her now). The Sisters of Singing Doom Witch Elves are not Morathi's. But since Morathi is known to let Witch Elves she approves of bathe in her special cauldrons, I thought it would make sense that IF they serve Morathi, they could get a special buff. It helps that I think the Sisters of Singing Doom are not a very strong renown regiment...
The Skavenblight idea is a good one. In general I'm interested in expanding on the idea of "local" regiments a little, tying some of the regiments (especially those which are not Favoured by any faction) to important Landmarks.

Your idea made it in! It's only a small perk. If a Skaven player has the Skavenblight landmark, their Council Guard have the custom "Scurry Forward!" ability instead of the "Scurry Away!" ability. Since Council Guard are Unbreakable, they never would have used Scurry Away, and they are pretty slow, so +10% speed isn't bad I think. But it also doesn't risk being overpowered.
Good news is, we'll get more RoRs this month...
My only reservation is that Natty Buboe's Sharpshooters are a REALLY good unit. Snipe and Stealth really open up a whole new world for them compared to the non-RoR version. Two units of them might lead to some real nonsense. I might buff them instead (it is a unit based around a specific hero after all), though I'd want to be careful how I do that, too.
The Green Guardian's lore ties it to Zhao Ming's duties and territory, rather than his sister's. Unfortunately this is true for the Dune Dragons (Jade Warriors) as well. The Righteous Lances of Wei-Jin (Longma Riders) are associated with neither of them, instead serving the capital city, which is under the domain of neither sibling. So we still don't have a clear choice for Miao Ying's favoured regiment. If I had to pick one, it would be the Righteous Lances of Wei-Jin, but it's possible I'll try to wait for one more RoR pack for Miao.
The Ogre RoRs require some digging to make sense of who they might favour. The Snowhorn of Mourn is from a geographic area that is (arguably) under Greasus's sway. The Sky-Striders, with their connection to the Sky-Titans who fell to the Great Maw, were always a bit tempting for me to add to Skrag. So between the two, maybe I have a workable setup for the Ogres, at least while we wait to see what else comes out. I'm thinking on it.
I think the new Elemental Bear fits very well for Boris Ursus, however. So at least he got a really good option out of all this.
He was ultimately pushed back into the sea but not before inflicting horrific casualties on the High Elves and killing lots of their mages.
