Report a translation problem
The author of the mod has to intergrate the armies my mod offers into his mod. You should ask him to do so. Sorry that I don't have a nore positive answer to your idea.
Sure I can but you have to be a more specific what you would like to change and what the compatibility problems are in detail.
I had no reports of incompatibilities so far and it should not happen as I use no overrides.
Do you mean creating a specific origin for the UCF that makes the content accessible to this specific origin only? It did consider it in the first place but decided against it because I wanted to make the content available to all.
Background for the decision was the feedback from the KSE users. I had integrated UCF into my KSE mod first and content access was restricted (base tech / human race) in the same way the KSE content is before it went stand-alone as the UCF mod. The feedback during this “beta-test” was that the users wanted to use the UCF contet without any restrictions of origin or race.
That's why i'm asking you to add an Origin that compiles every UCF stuff into it and allows to build it, enforce it and apply it exclusively by the player. No fun in extermination when the enemy looks like you, lives in the same buildings and using the same flag.
I have no problem if these buildings/policies/armies are overpowered so far as only the player (e.g. ME) are using it in the playthrough and not the AI empires like in this meme.

There is another way to do what you would like. I had it in when it was in Beta. Feedback was that I should not be that restrictive in terms of races and policies. There was a "self-destruct" mechanism for all the UCF stuff that handled the case you described.
Consequently this applied to the player too if his political system (ethics / government) diverted from the UCF “philosophy”.
Another possible issue is the consquence of the changes for save games. I might need to find a way how to avoid to break them. Hope you understand that I can't do that just by clicking my heels.
I've just released 2 bigger mods as you know and need a bit of a rest from modding. It will stay on my list but don't expect it within the next 2 weeks.
