Even normal metalic paint can give you the effect of bright blue areas when in direct light...

The design is not intended to look like self lit glowing lines but rather shiny anodised/metallic paint that when catches the light becomes bright.
The base is a more polished shiny metal but with some skills (and a lot of time) you could mask and spray paint a design like this and in theory get similar results.
