To help understand what I mean, is whenever I have all the required land for the formable nation, or what I think said land is, it doesn't give me the option to form it. For example I attempt to make North America but it won't let me, despite owning all of Canada, the US, and Mexico. Is there something I'm missing? Is it a bug?
