Note that the "planet_building_refund_mult = 0.5" is removed from the 3 deficit situations.
If I left the refund bonus in, you'd be refunded 130% of resources (gaining more resources than you paid).
Since the refund bonus is removed, I halved the building cost multiplier penalty (from +50% to +25%), to make up for it.
