Colonists will construct the watchtower under the roof if the blueprint is already here.

Conflict with Vanilla Expended.
Watchtower disappears from build options, when Vanilla Expended installed.

Colonist cannot enter watchtower if there is a conduit under the central square. In my case hidden conduits, I have not tried with normal ones. Once conduit is moved, then they can once again enter.
