"quest_by_id" does not work.

So I created a quest, typed "quest_by_id" to the NPC answer, and typed the quest ID into the "Request quest ID" window. But NPC says there are no quests! If I type "quest_list" instead of "quest_by_id", list opens and shows this quest. What do I do to make "quest_by_id" work?
