Well idk what mods you got but maybe if you have some kind of mod that improves the AI of the NPCs (artificial intelligence mod) or any other from my expirience it brakes any other NPCs,mods or NPC mods or even ingame content for exaple when they added a enemy rebel to the game and i tried to use it with the mod i mentioned before then it just acted like any other rebel npc, ALSO i am no mod maker nor anyone who is a pro at this so this is just from my expirience so dont take my advice too seriously, hope that helps
