My feedback regarding Portugal position in the start of the game.
I hope this can see been as relevant enough to deserve a discussion of its own. I like this mod a lot. I tried to play with Portugal and there a few things that do not make sense on my perceptive.

Portugal starts with no Colonial affairs Law. Portugal is the nation that started the modern European colonisation (even being the country that actually created that institution with the first sugar plantations in São Tomé back in the 15th century). Second, it is the European nation with most territory in Africa in 1836 and with already well established colonies there. How does it make sense that Portugal does not have a Ministry of colonial affairs in 1836?

Portugal starts with no technology to build warships. Portugal was a naval power since the 15th century and cannot build warships (It has to import them)? It does not make sense. If we were talking about steam or steel ships I would say, yes Portugal was not a pioneer in that field. But in 1836 this does not apply as shipbuilding is made of wood and sails.

I welcome Portugal starting with legacy slavery as this is more accurate. It only abolished slavery in its colonies in 1869. I hope this feedback can be taken in consideration and keep the good work with the mod.

Just a side note: I think colonisation should be state based and not decentralised nation based. In other words, If I want to colonise Manikan Zambezia I start colonising that, and once finished, I do not annex the entire nation of Manika, instead I annex Manikan Zambezia.

I strongly agree with your take. I almost always play Portugal or Brazil in V3
