School and Hospital output are currently at a fixed price of 45 with no need, making so almost always they turn a profit. This makes it very easy to max them out at basically no sacrifice, I suggest their outputs to become pop needs, this way if there is an excess production the state would be forced to subsidize them if they still want them to run at max capacity, or privatize them fully - it would be more realistic and would also nerf them.
