You can't, because Qing Empire was found by Manchu and Mongol Banners , If you revoke the Banner's Privilege, banners will revolt; if you continue to suppress , people will revolt . So in the 1900s with the Age Theme of liberty, this is the only way to get rid of it.
I'll try adding something like tag switch event chains to make the Han Banners and Mongol Banners playable when playing as Qing Empire and finally found a Country with equality between nationality groups without having to "Explode".

大佬你好，不知道为什么我没法在mod下面发布评价，我只能在百度贴吧您发的帖子下面发了bug反馈，主要是终结北方边患和恢复汉唐旧疆的日志无法完成，好像是因为mod识别不了新版本的兵营或者是对建筑的地域判定有问题。
