Looking under the map.
At the point of exiting the pipes and entering the goo swamp, then up the ladder between the barrel bridge in that area you get locked in to find a power cell if you move to the oposide side of were you entered and look left (power cell station is to your right at this location) to the power plant you can look under the map.
