I played around with this extensively and couldn't get the same bug you are getting. Are you playing this in a multiplayer server? What happens to me is the tow-trucks rear suspension fades and the rear ends up on the ground. Once I get back in the tow-truck, the vehicle raises back up and acts normal again.
Yes, I am playing on a multiplayer instance. sorry for not mentioning it my bad.
it only happens when stepping out of the car. We don't see any error from the errormagnifier or in console logs so we are not sure what is happening lol.
:: My friend told me the Tow Height Menu can also be used to re-tow the car when it bugged after you step out the car, but it snaps the towing car to the towed car violently.

It broke the towing between normal cars, not with trailers/tow truck.
This should be addressed in the latest hotfix, sorry for the inconvenience.
