Unbalanced unit recruitment
only tier 3 units and above can be recruited when importing troop tree

I have checked it, by exporting both unit tree from 1.0.0 and 1.0.1 and importing them to their version.

I get the whole unit tree without any problems.
That means this bug is something special to you, please reinstall the mod or make sure that there is no other mod conflicting, by disabling all other mods except harmony and MLW and doing a test run.
