Resource packs generally only effect sprites and sounds so I am not sure if changing lighting would be possible without mods. I'll look into this. :)

if you mean glow effect like from Arkhalis vanity set, that one can be changed by changing the colour pallate.

According to Exodus, lighting cannot be changed via texture packs. You would have to change the entire color palette in order to change the color of the lighting (as far as I can tell.) However, I still suggest trying. The downside of getting something like this working would be the lighting for other items changing as well.

I am able to influence the colour of the glow because it uses a white mask that gets coloured pink by the game, if i make the mask a different colour then it blends the two, thats why ive been able to make it a blueish-white as i mixed the base pink with a light green

honestly my question is would people rather there was no glow at all as that is also possible by making the mask 100% transparent

I'd suggest making another resource pack with that change so if people want the glow, they can have it and if they don't, they can use the other resource pack. :)
