Every lvl-up will unlock some new stuff and at/after lvl 10/20/30 you get better rarities and more power. I'm fine with this.
With regular skills you can plan ahead and decide which skills to unlock. That is not necessary for The Norscan as he will eventually unlock everything
edit: one way to solve this would be to give him only a skill-dump, maybe something minor like 1% health per rank, with a tooltip as a reminder that you unlocked new items
one way to possible way it like a skill point mod i use where the dumps used adds 1% to health or +1 Atk +1 M Def and +1 Winds alternating each level. so 1 skill point invested is only the 1% health buff but once you add 4 skill points you get the 1% health the +1 Atk +1 M Def and the +1 Winds to prevent them from stacking too high.
