My current thoughts are something involving slower speed and more resistance.

Full charge contol when in water
Faster speed when in water
Slower speed when on land
+15% resistance to explosive damage
Sink much faster in water
When charging the shield "opens" and when hitting a oponent doring the charge influcts 5 seconds of bleed damage, have no idea for th rest
how about each kill adds a resistance type? interesting huh?

1st kill: 20% melee resistiance
2nd kill: 20% fire
3rd kill: 20 explosion
4th kill: 20% bullet
5th kill: 60% crit

+25 HP

it gets really powerful at the end esp. w/ the extra hp, but unless you get kills with it you dont get much benefit.

I feel like there is to many charging shields, if I may make a suggestion, why not a shield that blocks projectiles? Like....something like a riot shield.

Pros
Faster charging speed [10% to 40%]
Longer charging duration [10% to 20%]
On kill while charging [50% to 100%] of the "charge bar" is filled [Like the 'Tide Turners' effect]
Cons
Slower movement [10% to 40%]
Slower recharge of "recharge bar" [5% to 20%]

Side Notes:
Charge bar is the bar that shows how long until you can charge again
Longer charging duration means you are charging longer
Faster charging means you are faster while charging

Seems balanced, but could use some tweaking, please reply if any edits should be made!

Considering how OP the Tide Turner is, this fits. Also no offense, but we get what you mean, no need to put definitions.
-90% dmg from hitting the shield against an opponent
Doesn't give crits upon charge
+33% longer recharge speed
-cannot turn at all when charging
-10% speed when not charging.

+35% charge speed
+400% knockback from hissing opponent with the shield
-90% knockback on self
20% fire resistance
10% explosive resistance
-100% melee dmg from front.
60 % explosives resistance, 80% fire resistance, 25% bullet resistance, 10% movements slowdown[when not charg'in], extra 25%-30% charge regen boost. also wearer cannot taunt nor trade more frequently once than per 10min.

Maybe...
+25% Charge Speed
+20% Charge Recharge Speed (faster recharge)
+10% Fire vulnerability (metal shield...?)
+30% Explosive Resistance
Increased turning capabilities, definately less than the tide turner
Reduce movement impairing effects (airblast, force a nature, rockets, stickies, etc.)
+30% Fire Resistance
+20% Explosive Resistance

How about instead of bleed it has an obnoxious knockback effect...?
maybe the shield should allow you to charge in any direction whilst airborne
-20% speed
but grants an immunity to airblasting
