how do you change the NPC's loadouts

might look stupid for saying this but i cant figure it out

According to code, it checks for npc's default available weapons(for example metro police has baton, pistol and smg), so it DOES NOT check for setted weapon(like to set in NPC menu)
It is not possible to change loadout because of code
