I don't know what it could be about, in the first map it's a regular room with one chair, this one is in a secret room with red lights and 100 chairs
I don't know what it is about but apparently one escaped through the cave...

also in the first one there's a secret room but it's hiding some sarcophagus with names on it and one open without names maybe it's related maybe not

This reminds me of those old Action Half-Life maps made by Hondo that had a similar kind of hidden secret rooms and creepy narrative. The difference here being that Hondo constructed his levels in such a way they you couldn't easily "cheat" or spoil the surprises by "looking behind the curtain" so to speak. (i accidentally spoiled the cave system by no-clipping...) in those Action HL maps there were not just hidden rooms and secrets but cryptic challenges within them that gave zero instructions to go off of. Hidden buttons that would teleport you to hidden sections of the map, hidden doors that would only open with a button hidden clear across the map, etc.
i've seen a couple 'Teardown' mods that came with multiple maps with semi-hidden triggers to access them. So i spent a bit of time wandering around this cliff side super-villain style mansion looking for more hidden switches or possibly a way to load a secondary map or something. i wonder if there's something that we may have missed or might come in an update.

Im going to assume that some of the rich people are more into it, and so have much more to expend on it. Others, for example just stick the chair in a room and call it a day (like as in the Inverted Pyramid house)

It may be very true what you said, but did you noticed it's somehow related to the "electric house"?
I mean, if you go to the electric house near the Cliff House and you enter it, and you break the "generator" you will get in a secret tunnel that leads to the secret area?
And it's strange that the secret door related to the Cliff House is not working, and in the Cliff House there are no buttons ( I think) to open the secret door.
Another strange thing is that there are TWO entrances to the cave that leads to the secret place, and on one entrance is ANOTHER chair, strange.
