This is the solution to your problem, @Insanity™.

If you downloaded the mod WHILE people playground is still running for whatever reason...
then you need to exit people playground, then look down. if you see a bar UNCOMPLETED, then you need to wait for it to complete, and open people playground again.

If you downloaded the mod, waited for the bar to complete, open people playground BUT not enable it...
then you need to enable it by clicking "mods" in the main menu. after clicking "mods", you will see a list of mods you've installed. Find the mod, then click "INACTIVE". (you may need to scroll down.) If it says SUSPICIOUS, then click it anyways. There's a rare chance it would harm your computer.
