"Innovation Actually Useful (no tweaks)" is another mod which I would recommend, it increases tech spread a lot among other things when you have innovation over cap.
With these 2 mods you can easily tech up quite fast IF you invest a lot into universities and education.
That being said, I have already increased the innovation cap by a lot--now you can get 200 points a week if not more. In addition, tech cost are significantly lowered. This should be enough, as even in a Russian playthrough I'm finishing techs by 1918.
