I attempted to fix this by rebuilding the sound cache, but after doing so, the game would crash after swapping between the stock pistol and magnum a few times in a testing map. There was also a noticeable black flicker whenever I picked up a weapon after rebuilding the sound cache. Restarting the game after it crashed makes the sound problem return.
