Because of that I would like to make some suggestions:
1. The Quest should only start, when you defeated not only Miraak but also Alduin and Harkon. Only when you defeated the three main bosses of the game, then the quest should be triggered.
2. Include the Dragon Shout: "ziil-los dii du!"/"Your soul is mine to devour!" with the animation. In addition it should not only heal the player character, also increase the base "Health/Magicka/Stamina". Miraak used this dragon shout in the final battle.
3. Replace the voice of the Last Dragonborn with Miraak's voice. (optional)
4. Permament resistance against paralysis, staggering and ragdoll by using special Spell tomes created and given by Hermaeus Mora. For example, when some opponent uses "Unrelenting Force" then you will be unaffected.
5. Make the Last Dragonborn resistant against the toxic green liquid.
6. "Meteor Storm": Summon a storm that rains meteors from the sky. (optional)
7. "Reanimate Dragon"/"Slen Tiid Vo": Use one Dragon Soul to resurrect one Dragon. Alduin used this in Kynesgrove to resurrect a Dragon.
8. Teach your henchmen/cultists your spells and shouts.
9. Create a Arena/Colosseum to let your overpowered cultists fight against each other.
10. Expand Apocrypha to make it bigger than Solstheim.
11. Make a quest to conquer the world Nirn. Give the option to enslave or kill important/essential and normal NPC's.
