When you say Doctor Breen, they're not thinking of the father of Black Mesa. They're thinking of the Combine. Their cities are completely overrun with Combine. They worship their metrobot police force disproportionately filled with combine and their global overwatch force filled with combine. Their resistance refugee members sit around watching combineball while their resistance medics sit around watching combine talk shows. They worship combine like Bad Cop, Advisor, Mike, Dave, while ignoring the Humans who actually built their country before combine took over. Their propaganda is filled with Combine and and their national anthems are filled with combine. They send combine to Black Mesa East and celebrate when the combines win because those are true synthetic Combine. They watch Breen Cast to the point where "Copulation" does not make them think of reproduction and saving humanity but about combine benefits instead. Earth has been and will always be a nation of combiner-loving combines.
