The reason it happens is because I've replaced all AI movement, vanilla no longer governs units pretty much at all. To implement mines and emplacements would be a whole other new system.
Even if I want to do it in a completely random way it would still have to at least somewhat be aware of spending and then I would need to figure out how exactly to place buildings in scripts, where it's safe to do so, define which buildings there are, which units can build them etc.
Every single thing requires a lot effort and I usually dislike doing it half-assed.
I'll implement it eventually, most likely right after I finally rework AI's economy. I think for now AI's economy rework would be a much more overall rewarding thing to implement as it would allow me to properly fix unit variety and the way it counters things. But yeah don't expect things to happen too quickly, this particular thing would be a rather large undertaking.
