Lackey Subject type:
A subject with higher autonomy than others, that can get military fundings from its overlord in naval capacity, technology and alloys, as a counterpart to that generous bonus, they are expected to be able to stand up on their own, their overlord doesn't defend them and they are forced to join all wars of their overlord. They get access to the Bring into the fold casus belli against empires that are not subjects to their overlord, when won they make the target empires vassals of the lackey overlord and giving the lackey some influence depending on the initial strenght of the targeted empire.
Lackeys can be helpful friends in time of needs as well as treacherous traitors, if they evercame to declare an independance war on their overlord, they could claim a right to the overlordship of the empires they brought into the fold.

Whatever, I believe it would compliment nicely your subservient tradition tree. Being a vassal doesn't mean you have to stay a weakling.
Imo, Hegemonies shall be less good at that, since they are the least consensual federations of the bunch.

- give a unique CB to another empire to start a war with the target (as a follow up to Backstab)
or for the target to start one instead (as a follow up to Set a Trap)
- a resource-intensive version of Support Opposition (called Firestarter or something) that on
completion starts a situation for you to covertly stoke a civil war within the target empire.

Also had a thought for a "fleet exercise" situation that you could trigger via policies or something to provoke other empires.
Regarding overlord decrees (specifically demanding development one, have not tried the rest) it would be nice to have a dialog popup window on stage or situation completion that notes what effects has been achieved. On a side note, should development be changed to require minerals instead of alloys? I took it to mean developing new districts, buildings etc., apologies and disregard if I'm wrong.
Overlords could also have a decree demanding "alignment" requiring vassals to promote/adopt any one of the overlord's ethics. Providing increased Unity per stage increases chances of success. Similarly, a demand militarization or advancement to force vassals to increase fleet production or research for the situation's duration at teh cost of alloys and consumer goods respectively.
Regarding GalCom resolutions, perhaps new collective denouncements category targeting federations and overlords + vassals. Denounced federations face significantly reduced cohesion while overlords face significantly reduced loyalties for the duration in addition to whatever sanctions has passed.
As a balance for non-federated empires, I believe they should receive some buff modifiers in response to the perception of being increasingly threatened by federations when certain federation-centric resolutions are passed. For example, when being un-federated is banned, they should receive a percentage increase to naval capacity or military-related cost reductions as a counter to federal blocs.
