seems like a relatively easy problem to solve, maybe just make the item craftable with common items like scrap metal. Valve, if they consider this item, may instead opt to just add a game mechanic that functions the same and therefore you cant delete a game mechanic.
i gifted one of my promotional items to a friend ages ago, so it's entirely possible this would be used to inflate the number if items in circulation if there's any concern about the economy side of things. i can see valve easily deciding against it for this reason.

Funnily enough I came across this a day after submitting a ticket requesting they restore a few achievement/promos (specifically untradable ones) I deleted back in 2013. Weird thing is I did this before a few years back and did get a ton of the achieves/promos back, but this time (which was literally just 4 items I forgot to mention last time) they denied it and claimed "we don't restore deleted items, you have to confirm to delete something so clearly you wanted to delete it" (they clearly didn't read my reason being that tf2 backpacks were pretty small at the time and I needed backpack space).

If they've stopped bothering now I doubt they would spend the time to work on a system like this, but I do still appreciate the effort here :p

Gifting is an anomaly of the past, it has since been patched I am actually not sure how to handle gifted items, i imagine they just stay where they are since they are currently unwrapped and untradadable to whoever has them or they are currently wrapped and worth literally hundreds of keys.

Inflation could have a negative effect for the extremely few wrapped tradable ones in circulation, there are also many bugged tradable achievement items in circulation which, its important to also keep them as they are. Yeah it could be a problem but there are, for example, 500 tradable black roses in circulation so the price could take a hit from deleted items being granted back (i actually have a black rose and paid 600 dollars for it so i am in the firing line here). i suppose its up to valve if they consider this an idea they want to deal with.

Yeah, they did this to me and a number of other people as well. I sympathise with Steam Support a little bit because they have had to deal with these problems for years . I think they learnt their mistake with counterstrike and made all items marketable so there is no point ever deleting anything, - plus the default inventory space is much larger and not as required as team fortress 2.

I believe they have stopped restoring items in fear of generating bugged items like tradable achievement items and incorrect quality stuff like vintage scrap metal and other weird items. some players were repeat offenders of the steam support system and ruined it for honest folk. its unfortunate. there could be much more to the situation but this seems to be the reason.

For me, I lost them through hat crafting; it was in 2013 and I wasn’t paying attention.
It was Flamingo Kid, Triclops, Proof of Purchase, and Spiral Sallet; damn shame; hopefully this’ll bring em back.

But I still have my black rose and the others!

Promotional aint an achievement item.
