Insurance and Blood Bank do in fact teleport you to the stars created by them after a short while, but the utility comes from the fact that if you're close to an opponent, they may end up coming with you and taking damage from their detonations (they explode after teleporting you to them). It can do a decent amount of damage and start a combo if you know what you're doing.
