Just to let people know, one possible cause for not being able to install modifications is Stepping Stones. It has an option to gate advanced surgeries behind certain techs, and it considers mech mods as advanced surgeries. You can either disable the option (requires a restart) or just research the required techs. By default the required techs are Prosthetics and Penoxycyline.
