I. Love. This. Character. The movement, the combos, the gimmick, everything about this character is amazing. Heat management is an awesome gimmick that requires you to put more thought into combos, and it keeps the characters power and movement in check. Overall I adore the character, though I do have one small bit of feedback.

Railcoin: I dunno if you took my idea from the android post or not, either way this move is awesome, though it suffers from a lack of usability, though it almost has a niche. If this move was just a little bit faster, it could work as a fantastic burst punish, for when you block an opponents burst. Right now though, the move is just a little too slow, and it gives the opponent ample time to hit you out of it. Again, if this move was just a little faster, this problem would be mitigated without making it too powerful, however, it might make sense to decrease the damage a little bit along with a speed buff, just to keep it in check.
