If you gave them the ability to convert settlements, they could have a niche in sneaking onto islands, establishing footholds where flagellants spawn, and then expanding that way. Access to flying units earlier would also buff them. But I would look at their cost, even if you are buffing them at the same time. Parting with relics is terribly painful as VoE!
I do think it's a good idea to have the option of spending relics for immediate board presence, as that gives them nice a push-pull that vanilla lacks. But generally, they don't need officers. They need MUSCLE. A non-stupid celestial lion would be much more pickable, even for a serious relic price. Incidentally, it would also give angels something to lead in flight.

On another note, I love the witch hunter, and think there are a lot of things he could be persecuting. Serpent and Spider tribe villages routinely have demons, after all! And you know he'd call a tribal priestess a witch as soon as he smelled her. Burning a Tribal village to the ground for a cost of say, -30 relics?
Glad to hear the Witch Hunter is a hit. I'll try to think of a more interesting terrain interactions they could have.
EDIT: is there a hidden mechanic to these things? The oldest one I put spawned units at the end of the game. Perhaps increase the spawn speed?
They can get the standard Port-recruitment treatment: Recruit a named Bishop Fish from the ports, who will have enables recruitment for hunters and warriors. The Bishop Fish should be able to convert settlements (but maybe restricted to coastal hamlets?)
This way, you can opt into an affordable aquatic stack to go grab lightly guarded islands and harrass your enemy's coast. A nice bit of mid-game strategic texture I think.
It would also be good if Icythids gained the "human/hoburgh" trait, so your casters could convert them!
They are strong, thanks to the net. Stronger than warriors, it seems! Probably give them batch size 4, or make them cost 60 gold instead of 50.
Warriors could fill the "rarely offered elite" niche--if they got a buff. Making them holy with a relic cost like temple guard could fit them into the Voice's roster with little effect on their existence as independents!
