How does this even work?

It limits the rate at which a specific function in the game executes (normally every server tick or "frame", with this mod and default rate limit setting setting of 200 per second, every 5 ms), thus freeing up CPU for other tasks.

Does it have any side effects for server economy or other functions? Does it affect spawning of items or vehicles, plant growth rate etc?

What does the specific function do? It seems to conflict with another mod that needs to measure server FPS.
