You won't find it in the game's content folder, assuming you mean that you went: Steam Library -> Halo MCC -> Manage -> Browse Local Files. That will take you to "...\Steam\steamapps\common\Halo The Master Chief Collection"; but, that's close to it. Go up two directories from there to "...\Steam\steamapps" and then go into workshop, then content, then 976730.
If it's not there, either, and you have Steam installed in a different directory from your games or have multiple drives in which your games are installed, check those other drives for the "...\Steam\steamapps\workshop\976730" directory.
I'm getting this issue too. It detects the mod fine, but whenever I try to load in, it hangs at the very end of the loading screen.
I tried Twin Betrayls, PoA, and the last Halo Kart race, for reference
