Report a translation problem
The Rights of Man Policy was moved (i think?) in the latest version of VP, so having Dynamic Towns and the latest Version of Vox Populi active, causes you to get to pick two "Rights of Man" policies in the Rationalism tree, one buffing only villages, and one buffing towns and large towns. This coincidentally deletes the policy in Vox Populi that gives +3% Science per Great Work in a City (max 30) serving as an indirect nerf to the tree.
