Alt-fire launches bobber/hook that if attached to enemy in your line of site (using same logic as medigun beam), you can reel in by hitting alt-fire again. Pulling strength determined by distance from target. The closer you are, the faster/farther the target is pulled towards you. The hook itself should only deal about 15 damage.
This essentially is a meatshot arrangement device. It deploys slower, but holsters faster, allowing you to quickly switch to your primary once you've reeled someone in and give them a facefull of pellets.
Optional stat: while performing the pull, you lose 33% movement speed for its duration, which should be the approximate length of the shortstop shove. Grunting voicelines for the shove should also be reused for the fishing rod pull motion.
Alternative stat: The closer you are, the less you pull in. Hitting a moonshot and reeling someone in from far away moves them very quickly towards you (think hitting a sniper on 2fort from the opposite battlements and almost yoinking them into the water)
No way who wants reskins, im looking FOR LEGIT WEAPONS for tf2 not dumb taunts or unusual effects but WEAPONS THAT CHANGE HOW OU PLAY THE GAME because thats what tf2 really needs
But I understand why you want it as a brand-new weapon with actual stats. I am sure everyone does, but looking logical, it'll likely just be a reskin.
This is actually really good, the damage penalty makes sense after all you are more for the combo utility like it is with the Wrap Assassin. The mechanic of bringing enemies towards you not only allows it to be a great utility for starting fights with enemies further away allowing you to do meatshots faster and safely (after all it can be used to take your opponent away from his teamates), It can also be used to mess up enemy team positioning (as you mentioned the ability to take snipers out of enemy battlements on 2fort).
The 25% slower deploy speed allows opponents to prepare for your attack or escape more easily, which makes this mechanic more balanced. And the 25% faster holster speed rewards those who can use this weapon correctly.
I believe that its stats are the best for this weapon, bringing great utility while also being balanced.
Pros:
On Alt-Fire Hit: hooks on to target. Hooked target has 90% reduced movement speed when moving away from you. Alt-Fire again with hooked target to reel them in, launching them towards you.
Cons:
Projectile must stay in line of sight.
Projectile has a fixed short range.
90% movement speed penalty when hooking an enemy.
Switching weapon will unhook your target.

Right click throws hook and bobber, grappling enemy to you
always minicrits wet players

30% damage decrease
No random critical hits
