X Cost effects

In my opinion, effects on X cost cards should be changed to X effects.

For example, https://steamhost.cn/steamcommunity_com/id/__Mikemk__/screenshot/2282827280441649087/ should discard X cards.

I think for zero cost cards it should always be X+1 because X cost Miracle is completely useless whereas an X cost Miracle+ is OP and it being X+1 does not make it significantly more OP
