Report a translation problem
Basically, the loading time is dependant on the file size of the background files. The bigger the file is, the longer the game takes to load it in.
However with the help of PNGGauntlet I can make the file size smaller while keeping all the details of the picture intact. That would naturally lead to shorter loading times.
..Or this is the theory at least.
If I'm correct, I'll upload a hotfix with the newly compressed files, which'll hopefully fix this issue.
About the second issue - this is the first time I've heard of a consistent FPS decrease and I'm not sure where the cause for this problem could possibly be.
If you're able to provide some more info (like which packs were enabled, if you're on Tmod, which biome), I'd appreciate that since I'd be able to pin down the cause more easily :)

The pack size went from 9.1MB to 4.1MB, which is a 55% decrease. These background loading times should be shorter now.
