I'd say make them at least 4 points. This would force you to ditch your own race fully and make that the negative.
or
remove the resource bonus and make them incompatible. Since a bonus of affinity income is really good but not game breaking.
Mostly because ditching your own race is not very hard so the "negatives" of using 2 points to gain a city bonus is very negligible. And combining 2 of these makes your empire ridicoulusly strong
Love the mod otherwise btw, it's just bothering that we need to ban these traits every mp game :/
