Report a translation problem
Here is what I managed to find so far (didnt solve it yet, so take it with a grain of salt):
- There's a room in the vents with clues written on the wall.

- The clue room refers to a first puzzle (I assume is what the "1" means), it involves retrieving 2 radio items with a blue light on each of them and bring them to the control room (with the levers and lights). There lies a desk with some radio equipment and a receptacle in which you can place the radio item. Once you do, it will play a sound depending on which of the 2 items you placed into the receptacle.
- One of the radio items is in a room at the bottom of the bunker's entrance and the other one is in a storage enclosure in a room overlooking 3 big generators.
- When listening to the audio that plays for each item (which is mainly static), you can hear silent spaces in the static. Translating the patterns to morse code, I got "--." and ".--" which corresponds to g and w.

- For the second puzzle, you need to solve for the inputs of the logic gates schematic written on the wall of the control room where the radio equipment is.
- For the left part I got : 01001001 → Binary to text conversion → I (India)
- For the right I got : 01010000 → P

- The clue room reveals the code and the location of a keypad, hidden behind a bust and a painting in the "meeting room" furnished with chairs and a big semi-circle desk.
- When you find it, carefully enter 74815 (the given code). it can be a bit stubborn so you might need to give it a few tries. Entering the correct code successfully will lock the room and activate a hologram, which will display a 3x3x3 array of numbers and letters.
That's where things get a bit cryptic for me.
One wall in the clue room describes a cube and an arrow aiming at 4 separated walls under a light and all of that has a link with the result of the first 2 puzzles.
I first though this meant I had to apply a cipher transform on the values of the hologram array and then look at the faces of the cube individually from the center. So I used a simple Caesar cipher changing the letters of the array with the values we got from the puzzles:
G→W moving all letters by 16 then I → P moving by 7, which is 23 in total (encode/decode, tried other combinations as well).

Sadly I've not been able to find anything useful in the results.
So this is where I've gotten to so far.
And still a lot remains:
- Is the cube simply there to decypher, or can you interact with it?
- Even if you do manage to decypher it, where would you even input the result? the keypad seems to be the likely candidate but it can only take 5 input numbers ranging from 1 to 9.
As for the levers in the control room, the 3 out of the 4 that can be interacted with, open and close all doors from their respective level out of the 3 that make up the central part of the silo, would those doors be inputs?
Also There doesn't seem to be matching sets of numbers in the cube for either input areas, not likely to get 3 or 5 numbers from the 7 in the cube without some other operation.
- Above the clue room is a light linked to a slot that looks like it could hold a car battery, haven't found one that I could pickup however. (the light in the clue room can be broken, but the battery still cannot be picked up after)
- Couldn't find anything useful with 'NESW' or its ciphertext or the use of its directions under the cubes as written on the wall. Also, why does the w only have 2 dashes marked under it, but the other letters have three?
That's all I have for now, hope this helps if you're searching as well.
Once you have the radio you will need to pickup the radio using the Gravity gun or the Physics Gun and walking around the map for broadcast points. There are 7 broadcasts around the map, I find the static from the radio too loud to hear the broadcasts, typing `stopsound` in console after turning the radio on helps.
In no particular order here is my best description for each location.
- When entering the room with the large round table, on the right side near the bust
- In the hallway looking across from the cafeteria, the third door on the left side, on the side table.
- next to where you find the battery used the black-light in the vent area
- the room to the right of the "entrance" to the facility. Hard to describe this area, has a button that makes noises that seems like its opening a large door but never opens.
- leaving the "entrance" area you will follow the tunnel down till you see a nook in the tunnel with a orange generator, a cardboard box and a wooden crate behind a fence
- the control room with the 4 levers and the diagram on the wall, the wooden table to the left
- between floors 2 and 3 in the elevator
I also went ahead and transcribed each broadcast.
