I NOT KNOW HOW TO BALANCE A CHARACTER (pls help)

I'm really bad at balancing a character so if you have any ideas I'm more than glad to hear
(also the character is supposed to be above vanilla tier)

here are a couple things to fix

num 1
range is signifacantly lacking its hard to hit slap from point blank

move amount
his nutrual game loses to most if not all chars
so a couple moves more and a little start up on the moves

a way to make shorter range moves more effective is to give them more forward momentum/a step
