I figured it out; I cannot mouse over things and see item status for stuff in containers when the container in-effect isn't the "Active" one. So while I am looking at stuff in the inventory, I cannot see more information for stuff in my inventory until I highlight it by using the D-pad.

Honestly kind of inconvenient to have it be like that when if I am using mouse and keyboard _strictly_ this isn't an issue. But now I am not sure if this is an EUI issue, or an issue with this.
