I know I'm very late to respond to this, but what you have to do is find people with Portraits of Wallace Breen on the wall of their room, and kill them.
You only need to kill two to win the election, but most of them being killed directly will result in the police coming after you.
The way I usually do it is I kill the Breen supporter by the beach first, and then go to the Tech store and spawn Helicopter bombs to kill the cashier.
That way is technically cheating though. You can push certain NPC's around though, and get an antlion to kill them

is the breen supporter by the beach the drunk guy or oddessa?

you start the election by sleeping in the bed in your house until the election day starts, there's a random chance it starts whenever you wake up and when it starts you'll get a message in your screen saying it started @richard

the breen supporter by the beach is the drunk guy,the cashier is apsent during the election day
