Don't know about aviation outfits because I think I just do the flight helmet but I would wait until the vehicle framework comes out.
About the arctic field uniform :
I am glad to see you already reduced the clod insulation Material effect multiplier, but still, 100 fabric or leathery, for 300% mat multiplier for an on skin layer is a LOT, the Parka have a 200% mat multiplier but on outer layer (wich is usually used for armor, making his cold protection a trade off)
I suggest making it less cost effective, costing more textile to craft and taking more work to make if you still want it to be extremely strong at insulating. Maybe also locking it behind a more advanced research projects than just complex clothing wich is medieval ? Or adding a second layer like on skin AND middle ?
And about the webbing and the infantry pouches, I am not sure what ranged cooldown factor do, i did try shooting a Assault Rifle with and without the webbing and did not see any difference ...
I think i confused ranged cooldown FACTOR with ranged cooldown MULTIPLIER ? idk

The research idea is great and probably would for the best. Probably divide it up like so.

I'll definitely make the arctic more costly to offset it's powerful insulation.
I plan on changing the webbing rigs into something more like the biotech heavy bandoleer.

I've debated at having the light armor have just torso and shoulders while the heavy armor will have arms and legs armor.
More focus should be on mechanic side of things.
I think things like making resource few and far between will force diplomatic relationship between settlements. making traveling and trade more appealing will also help to do things you stated. There could also be announced larger scale raid if you get some kinds of relationship with other settlement. Fewer traveling vendor and more stationed one. Hire protection between settlements. things like these will have endless possibility.
