I know how to enable the addon, just search for the Decent Vehicle Waypoint Tool in the quickfilter of the Tools section on the right. Click on in and scroll to the bottom of the config menu untill you see a button that says Restore Waypoints. Click on that and the Waypoints should start loading in; it may lag on smaller-end devises. Hope this was helpful.
