Lotus is a cult led by the Pastor. Belief is essentially that dying transforms you to a better parallel world.
Lotus builds their infrastructure and (maybe) connects it to an early-warning system radar to brainwash people, even having silos with (probably) nuclear missiles.
Lotus is probably also responsible for the bridge collapse, evidenced by their brainwash video which contains the bridge in quesion.
Pastor (cult leader) gets sacrificed (?) by his followers, and possibly becomes the tall man, evidenced by the fact that according to Lotus when someone dies a demonic entity is brought upon this world (In this case the death of the Pastor brought Tall Man).
Same case with the mountain ghost or the vending machine guy, both of which could be the missing person.
Paranormal club takes interest in Rudmerge and Dry Lake, due to people going missing, Tall Man sightings etc. And they go missing too.
As for the Chompsky gnome, it's more of an easter egg than something lore related, but the Email on the computer in the Bar suggests its actually lore.
The early version of the map (gm_rudmerge) had a vast more expanded lore, but it's a completely separate things, so no point in connecting it to this.
