Major updates require a new save/world, therefore the updating process is as easy as swapping our your config file for the new one.
The latest hotfix, despite being a mini update, is unfortunately not save game compatible either so even going from 1.11 to 1.11.1 requires a new world.
In cases where you want to add mods to your ongoing server, simply add them either via the ingame menu (Host - Edit settings - Add the mods ID, workshop number and map, if applicable) or by editing the config file directly. Again just paste the mod ID, workshop ID and map in the appropriate locations (very obvious in the file).
