Two ways:
Option one: find them with Mining expedition in Mountain/Underground provinces. Then you have an infinite supply of that particular metal/resource for crafting.
Option two: You can acquire "items" that represent materials, usually as a loot from provinces with discovered such resources, and as far as I know, they are one-time use, consumed during crafting.
