Would it not be more fitting for John Henry to be able to create Mountain Tunnels earlier rather than Railroads?

Since if I recall correctly, isn't he most famous for boring a tunnel through a mountain faster than a steam powered machine?

When I started the mod he was going to build a unique mountain tunnel (like my Hannibal leader). I thought he would be to powerful with both rails and tunnels.

What if you were able to have John Henry build a single Mountain Tunnel, but he dies afterwards? It'd be like the legend.
