I think there are a bit few cards, so I have three spontaneous ideas for No Chance Cards:

1) Party Congress Clapping
All players need to clap. Who stops first, gets sent to Jail.

2) The Red Army
You're being conscripted into the Red Army in the Great Patriotic War.
You roll one dice.
On a 1 or 2, you disappear. On a 3 nothing happens.
On a 4 or 5 you return as a distinguished officer. You gain 100 Rubles:
On a 6 you're a Hero of the Soviet Union. You gain 500 Rubles.

Background of this card is that you got a 1/3 chance of outright dying, a 1/6 chance of nothing happening, a 1/3 chance of gaining a small amount of money and a 1/6 chance of gaining a huge sum of money which could land you in jail.

3) Purge List
You stumble across a purge list, that fell out of the uniform of a NKVD officer and you try to manipulate it.
Roll one dice.
On a 1, 2 or 3, you get caught and disappear. On a 4, 5 or 6 a player you choose disappears.

Not a straight out "You fall on bullets" card where you instantly die, it is only a 50/50 chance and you get the chance to screw someone else over :D
